moderation state(draft) issue

Thank you for the issue and patch! Before review, it needs to be re-rolled as a merge request so that GitLabCI tests will run against it.

Created MR for above patch.
Only failing test is related to `address` module which might always be enabled hence conditional event subscriber registration might help with this. Let me know if my understanding is correct about it and we can create another issue & solve this.

I have tested and validate patch #2 and its working as expected also using in our project. So can we get merge with the stable version of this module?

Should it not respect the publication settings from the module?
