Manage attachments cache

Problem/Motivation

There's no cache management at all in the hook_page_attachments() so when settings are modified, the settings are not reflected in drupalSettings.

Steps to reproduce

Simply install the module then visit a page without configuring the module. Add the Key, then visit the previously cached page. Notice that the Usersnap widget doesn't load.

Proposed resolution

Add cache tag for the Usersnap settings to the render array when we attach Usersnap.
