Lack of linebreak breaks DocCommentSniff

Problem/Motivation

I was writing the hook oop converter rector rule and forgot to add a linebreak between methods. phpcbf errors with failed to fix.

Steps to reproduce

Please find repro case and the output of ./vendor/bin/phpcbf --report=diff -vvv --standard=core/phpcs.xml.dist testphpbcf.php attached.

Proposed resolution

Feel free to won't fix this, normal code doesn't look like this after all.
