Rules don't work with Drupal 10.3.1

Hello

I installed Rules 8.x-3.0-alpha8 in a new Drupal 10.3.1 using PHP 8.2.21 and 8.3.9 and when it finish to installed you received in the screen this message.

"The website encountered an unexpected error. Try again later."
