Adding Link underneath Chart Label with Billboard.js

Problem/Motivation

I am using the chart module with billboard.js and using a view to create a bar chart. What I'm trying to do is add a text link underneath the label of a bar graph and have set up the view to get that info. I think I'm getting close as I'm seeing the link text, but not the for it. Can this be done?
