Arrows not working within optionsets

Problem/Motivation

I upgraded my module (2.0.9) and library (4.1.4). When testing, I noticed that the logic for arrows does not work the same as it did before.

If "arrows" is set to false anywhere (settings or any breakpoint) it will not show them. The only way they will show is if arrows is set to true in settings and ALL breakpoints. It's essentially all or nothing.

Steps to reproduce

Create an optionset
Set arrows to false in the settings
Add a few breakpoints
On one of the breakpoints, set arrows to true

At the specified breakpoint, the arrows will not show.
