Incorrect display of links in admin toolbar

Here is my patch for this problem.

Applied patch #2, found links are appearing correctly, created MR for the same.

Not sure what this is doing exactly, this is now how any other bundle UI looks like, also has a lot of reordering that makes it hard to review. And the path changes are obviously going to break all kinds of tests.

@berdir I think I have described the problem quite clearly. I am using the Gin → module as an administrative skin. Without my patch, it is not possible to access the paragraph list from the admin navigation. You can only go to create a new one. I have separated the two in my patch.

This is a core/gin bug: 🐛 Second level menu items can't be reached if they have children Active . You can see the same just above on Content types.

If anything, we could remove the add paragraph type menu link to avoid this for now.
