Crossword D11 release will have 10.2 as minimum version

I made a commit where I tried to set each of the submodules with the most accurate core_version_Requirement: https://git.drupalcode.org/project/crossword/-/merge_requests/12/diffs?c...

I'm queasy about that now. Instead, let's just bump everything to core_version_requirement: ^10.2 || ^11

I couldn't find much in the way of advice. By far the most relevant resource I could find was #3132121: Make core_version_requirement consistent in all info files →

But if that's what phenaproxima and Berdir are doing, then that's what I want to do.
