Allow access to Gitlab scheduled pipelines Rest API endpoint

We can already read scheduled pipelines for projects that we maintain, but we can't create or update scheduled pipelines. We get redirected from e.g. https://git.drupalcode.org/api/v4/projects/73952/pipeline_schedules/274 to https://www.drupal.org/git-error → . As we have almost 100 projects to maintain, manual setup of scheduled pipelines is very time-consuming.

Allow the scheduled pipeline related endpoint.
