Set HTML page title such as "ECA - Create new model" so users can get back to that tab

Problem/Motivation

It has taken me an embarrassingly long time to get back to the tab where i was adding an ECA BPMN model several times now, and i realized that a part of the reason (the non-ADHD part of the reason) is that the tab does not have anything in its label about ECA, BPMN, or models— it has instead the site name and slogan, so ECA must not be setting anything there at all.

Steps to reproduce

Go to /admin/config/workflow/eca/add/bpmn-io

Proposed resolution

Set the page title to something like "ECA - Create new model with BPMN".

That makes this something of a followup to #3258323: After the model name is set the page-title isn't updated after the initial save of a new model →

Remaining tasks

Decide on the title, set it.

User interface changes

None except that the HTML page, and so a browser window or tab, will have an ECA-specific title when adding a new model.

API changes

None.
