Add segment header configuration

Alternative is after implementing ✨ Implement conditions for prompt segments Active , create a condition which would disable related plugin if some other segment has no output (empty).

Title change, reducing the scope to "header" only.

Done:

• Segment "Header" configuration
• Checkbox "Show header even if segment produce no output"
