Add a possibility to add titles in simple text blocks

Some blocks like "Powered by Drupal" don't have a title and renders as a basic markup.

Add "Powered by Drupal" as a view area or field to your view.
Set custom title.

In the output you won't get any title.

Concatenate #markup string from the block with the value from Title field.
