why was this closed with no fix? This is a problem, there are other modules which has dependency with specific version and becasue of that there are issues during deployment.

I'm having this issue on D10.3.10. Attaching patch that makes fix suggested by @dawid_nawrot.

Have you tried purging the jquery module files held locally in the vendor folder and reinstalling?
You should get the below lines added:

Yes, I did that locally (had to to get upgrade from 10.2.x to 10.3.10 to work). Also, we use continuous integration to deploy to test server where we also saw this error. That workflow creates a brand new vendor directory.
