TablesInterface::addField() doesn't document that $langcode can be NULL

Problem/Motivation

Running phpunit web/core/tests/Drupal/KernelTests/Core/Entity/EntityQueryRelationshipMultiplePropertyBaseFieldTest.php, it can be seen that the $langcode parameter passed to addField() is NULL.

This should be documented, including what it means when that is the case.

That class doesn't exist in core. It's in the patch for 🐛 Entity field relationship queries for multi column field items stored in shared tables are broken Needs work , but no call to addField() there.
