Make eca:update available through the UI

My I also add here that I think the UI model update 'page' should:,/p>

1. Detail each ECA model that is in need of updating.
   (with a bit of a preamble to say something like "Some ECA models need updating...")
2. Provide blow-by-blow feedback on each model and in what way each model was updated.
3. Be nice a clear with a summary statement at the end as to how many were updated and with/without any errors or warnings along the way.

That's ambitious, but makes total sense.

As part of ✨ Provide eca:update functionality as a service Active we've now provided a service which does the necessary update and module maintainers should use that service as part of update hooks, so that a regular user would never have to do the update manually any more.
