Can permissions be set for specific roles?

Problem/Motivation

I need to prevent other users, aside from a site administrator role, from changing the limit of options on the main navigation. I didn't see any permissions related to this module. Does this not exists?

I just added an MR to address this issue. It uses the core administer menu permission, not a custom one, unless we want to add a specific permission for that.
