Allow excluding provision types in `civictheme_provision_cli()`

`civictheme_provision_cli()` allows to specify included types as an optional first argument. But there is a use case when a consumer site would want to run "all but" a specific type.

The new function signature:

civictheme_provision_cli(array $include_types = [], array $exclude_types = [])
