Log hook_update_N() that have been run instead of only recording the schema version

Problem/Motivation

Follow-up from 📌 Handling update path divergence between 11.x and 10.x Fixed . @mikelutz started exploring logging all hook_update_N() similar to what we do for post updates, instead of only recording the schema version watermark. Opening this to explore that further.
