Database Update fails when going from 3.1.0 to 4.0.0-beta1

Problem/Motivation

We need to upgrade to the current release. We have significant number of footnotes embedded in the content.

Steps to reproduce

Upgrade 3.1.0 to 4.0.0-beta1 with composer
Run upgrade script

Upgrade script fails to complete.
Error message in logs:

footnotes module
Update #10001

Failed: Symfony\Component\Yaml\Exception\ParseException: File "/var/www/staging/web/modules/contrib/footnotes/config/install/filter.format.footnote.yml" does not exist. in Symfony\Component\Yaml\Parser->parseFile() (line 53 of /var/www/staging/vendor/symfony/yaml/Parser.php).

Seems potentially related to https://www.drupal.org/project/footnotes/issues/3450295 🐛 Unable to install Footnotes, editor.editor.footnote, filter.format.footnote already exist in active configuration. Fixed however that was about installing whereas this is an upgrade issue.
