FormatTextFilter needs to return a string

Drupal 11 testing shows one new error reported:

    There was 1 error:
    
    1) Drupal\Tests\typed_data\Kernel\DataFilterTest::testFormatTextFilter
    RuntimeException: Cannot compare markup between MarkupInterface objects and
    plain strings

I think this is probably due to the new version of PHPUnit that is being used on Drupal 11.

Regardless, this needs to be addressed.
