[2.0.0-beta1] Use annotated_name in blocks & layout lists

Problem/Motivation

Following 📌 [2.0.0-alpha3] Component with same labels: how to differentiate? Fixed , $definition['annotated_name'] is only used in the ComponentFormBase's component selector (a simple select form element for now).

Proposed resolution

Let's use it in other places:

• ui_patterns_blocks: block label? used in the block list popin in /admin/structure/block and sidebar in Layout Builder
• ui_patterns_layouts: layout label? used in the layouts list in Layout Builder
