For example, on a textualBody page: /admin/content/annotation/167/textualBody, the title value is as below:
%E4%B8%89%E5%A7%90%E5%A6%B9%E4%B9%8B%E4%B8%80
When urldecoded by https://www.urldecoder.org/, it is "三姐妹之一", which should be saved and displayed for textualBody.
