Base theme stable has not been installed

When upgrading from 7.0.0 to 7.1.0, I encountered a new stable dependency.
Added a theme https://www.drupal.org/project/stable →
The stable theme is not displayed on the /admin/appearance page.
And I get the following critical error

Drupal\Core\Theme\MissingThemeDependencyException: Base theme stable has not been installed. in Drupal\Core\Theme\ThemeInitialization->getActiveThemeByName() (line 115 of \core\lib\Drupal\Core\Theme\ThemeInitialization.php).
