Add drupal core 10.3 dependency to exported recipes

Problem/Motivation

Ad discussed in [Starshot Prototype](https://github.com/phenaproxima/starshot-prototype/pull/114), there should be a dependency for at least Drupal core 10.3 for exported recipes, as they're not usable in older versions of Drupal.
