Reuse the Project browser to browse and install themes

Problem/Motivation

Project browser is really useful tool for users without Drupal experience, which allow them to extend their websites without any external actions. Also, it has really friendly UI that helps users to find what they need.

So very often managing the website functionalities go hand by hand with managing how the websites looks. For me it does make sense users to install themes, the same way as they install modules/projects.

    This is quite simple, all things considered, to build right now - with the exception that we'd need a drupal.org endpoint to be able to fetch theme data from in the way we have one for modules. Postponing this issue on that external requirement for now.
