[UI] Remove extra `z-index` form the region content/content top

Problem/Motivation

The region content/content top has an extra `z-index` style.


Steps to reproduce

Enable `social_follow_taxonomy` module.
Add terms to the content tags vocabulary.
Create the event and add content tags.
Click on the tags and you can see the popup.

Proposed resolution

Remove the `z-index` style from the region content/content top.
