Problem/Motivation

It's conceivable that site admins might want to configure Project Browser to only show specific, pre-curated sets of projects.

Proposed resolution

Let's add a config key to Project Browser which stores source-specific allow lists. The actual meaning of each item in each allowlist should be up to the source plugin in question, but we should only implement it for now on the Recipes source plugin, and use it to show only certain recipes.
