Improve Rivet footer resources menu block template render options

There should be more ways to support multi-column footer resources.

Place one or more Menu Blocks, sourced from one or more menus. Use a hardcoded menu block title.
Place one Menu Block sourced from a single 2-level menu where each top-level <nolink> item acts as the title of a new column in the footer.
Create multiple Menu Blocks sourced from a single 2-level menu with top-level items being <nolink>. Have each top-level non-link item become each menu block's title.
