Define the one-column content width, separate from global page width

Problem/Motivation

Rivet sites that have an XL or full-width global page width for header/footer may need to define a narrower (LG, MD) default content width for pages without a sidebar.

Proposed resolution

Expose a content_width setting in theme-settings.php to use on one-column pages, that differs from page_width used for setting the global header/footer page width.
