Feeds does not honor core filename sanitize settings

Problem/Motivation

When importing image fields feeds does not honor the "Sanitize Filename" settings introduced in 10.2.

Steps to reproduce

1. Check all boxes in "Sanitize Filenames" section of /admin/config/media/file-system
2. Create a feed type that uploads a CSV file
3. Add mapping for image field, referenced by File ID
4. Create and run a feed, observe that filenames have not been sanitized.

Attempting to tamper a filename does not work & results in a '404 Not Found' when feeds attempts to fetch from the image source.
