Link with anchor is broken

Steps to reproduce

Entering a link with anchor like https://yousite/yourpage#anchor in address bar, it is forced to top of the page instead of jumping to proper anchor. This could break anchor link completely.

Proposed resolution

Should not call `backToTop();` in back_to_top.js at page load.
