Fix a few layout builder editing page problems

Problem/Motivation

  1. When you click to delete a block, you can’t see the Delete button right away in the sidebar. You have to scroll to see it.
  2. The very top admin bar that has the ‘Edit’ and ‘View’ links on left and the Display options and Save button and drawer on right should be sticky as you scroll. This is a problem because the drawer is inaccessible unless you are at the top of the page.
  3. When you configure a ‘Section’, the selected options for multi column layouts is too subtle. You can barely see what is selected.
  4. When you configure a ‘Section’, the selected options for background color is not visible at all. When you initially select it, it works and the other options become lightened, but when you go back to edit the section, there is no indication that a color is selected.
