Improve error handling and related messaging when Conductor API is down

When the Conductor backend API is inaccessible, the screen becomes unresponsive and displays "Generating guidance," leaving users feeling stuck. Ideally, there should be clear messaging indicating the inability to connect to the API at that moment.
