Update provus_bootstrap to use latest bootstrap_sass code

Problem/Motivation

provus_bootstrap theme is using outdated code from an older release of boostrap_sass. This causes problems were devs have to use a specific version of node on their systems or have special things added to docker containers to have it run properly in the containers.
