Dotenv behind several releases

I noticed when installing the dotenv module it downgraded many Symphony components.

Run it on a 10.3 version of Drupal

The latest version of DotEnv is 7.1. Upgrading the library is the obvious path.

I realized after the fact that Symphony 7 isn't supported yet, my bad.
