The week view in the commerce dashboard does not report prior week data correctly

This appears to be a duplicate of 🐛 Dashboard metrics form returns wrong date for "This week" filter Fixed , which has a fix committed on latest dev.

That fix does not appear to address "prior" period, though, so this isn't completely resolved.

Important to note that this is only an issue if the Regional Settings "First Day of Week" is NOT "Monday".

"Monday" is always the first day of the week in php date string terms.

A similar fix would need to be applied to the "prior" "week" period, so that it also shifts back one week, as it currently will compare the same weeks instead of prior weeks. (Again, only if "First Day of Week" is NOT Monday.)
