Currently, the checkout flow with panes effectively strips query parameters from the initial request if it has to redirect to a step other than the one requested. Ideally, if it has to redirect at all, it should pass along any query parameters in the request into the next redirect.
Pass a query parameter to checkout flow with panes the with a requested step other than what the checkout order manager believes the step should be. Query parameters would be effectively stripped upon redirect.
