Problem/Motivation

The administration pages of this module are confusing, with the two pages linked by actions instead of the usual tasks. The action on settings to "Add/Edit Service definitions" is not the usual way to.

Proposed resolution

- Remove the actions except "add service definition"
- Add settings and services tasks
- Make the service definition list the default landing point
- Add settings as a url
