Respect Shipping Country Selection in Store configuration

Problem/Motivation

There is currently no way to configure the country list that shows on the cart page. Ideally the countries configured under the store settings as "shipping countries" would be respected so that only countries selected there would appear in the dropdown list for cart Estimate.
