Can't Install Module

I've been working to install this particular module for a few months but I'm not able to install it. The download links in the repo redirect me to the module's home page without downloading and the install produces an error "root composer.json requires drupal/cookiecontrol, it could not be found in any version, there may be a typo in the package name".
