iff_ace_editor config is not removed during uninstall

Problem/Motivation

Module can not be reinstalled due to installation error: "Unable to install Inline Formatter Field, filter.format.iff_ace_editor already exists in active configuration"

Steps to reproduce

  1. install and activate IFF
  2. uninstall IFF
  3. attempt to activate IFF again
