Bug: Module listing page does not have a link to the Mercury Editor configuration page

Problem/Motivation

After installing the Mercury Editor module and navigating to the module listing page, the configuration link is missing.

Steps to reproduce

1. Install module
2. Visit admin/modules page, find Mercury Editor module

Expected behavior: Configure link is present that take you to the configure page
Actual: Link is missing.

Proposed resolution

Patch is attached.

Works for me!

More details:

Tested with Mercury Editor 2.1.0 (Drupal core 10.2.6).

On "Extend" (/admin/modules), there's now a "Configure" link with Mercury Editor (before applying the patch from #2, there was no such link).

When I click that configure link, I'm taken here: /admin/config/content/mercury-editor -- success!
