Why does this have toolbar as a dependency?

Looks like its for the test, I'll look into altering the test so we can remove the dependency, ill look into why menu_ui is a dependency as well because im not sure we need it.

It actually wasn't added as a dependency for the test, so at this point the honest answer is im not sure - leftover from the 8.x days.
