Updated tugboat config

The initial commit just changed the image from q0rban/tugboat-drupal:9.0 to q0rban/tugboat-drupal:10
There are likely to be some errors, due to configuration differences between Drupal 9 and 10

Summary of changes

• Use Drupal 10 not 9
• Do not get workbench_moderation and workbench_moderation_actions as these are not compatible with Drupal 10
• Get admin_toolbar module
• Add more items to the Devel toolbar
• Use the built-in contet_editor role, instead of creating a new one
• Add permissions "switch users, access toolbar, access administration pages, access devel information" to authenticated user role, to make it easier to switch users for testing
• Generate 3 articles, only 1 page

Also make some of the same changes in 2.x

Taxonomy Term fields problem - 🐛 Scheduler fields for Taxonomy Terms remain hidden when site is built for Tugboat preview Active

The tugboat preview builds seem to have disappeared from this issue and many others. I don't know how to get a rebuild with out the link in the summary.

If you close and reopen the MR, a new preview will get created.

Do you know (or have you seen it done anywhere) how to write debug info to the devel log (or any log file) during a Tugboat build. I have enabled the Devel module, and locally can use the ddm() function to write to a file.
