Menu label and burger appears even if the 'Primary menu' region has no blocks

Problem/Motivation

If the 'Primary menu' region has no blocks, the 'Menu' label and the burger menu still appear, but do nothing when clicked.

    My mistake -- I hadn't realised the secondary menu is in that thingy too.
