Remove Library-specific header search

Problem/Motivation

On a fresh install of Drupal, you see two header search icons.

One is for the standard Drupal site search and the other for a non-existent search block used on the Libraries site.

Proposed resolution

Remove the hardcoded libraries search block and generalize the theme template wrapper for any element placed into the header search theme region, so that it can be overridden easily on the library site.
