The delete job button is always displayed, even for users who do not have permissions to delete active jobs. It is also displayed for users who do not have permission to delete inactive jobs.
Enter with a user who does not have the permission "Administer translation management" on an active translation job administration page (/admin/tmgmt/jobs/%jod_id) and check that the delete job button is displayed.
Enter with a user who does not have the "Administer translation management" and "Delete inactive translation jobs" permissions on an inactive translation job administration page and check that the delete job button is displayed too.
Add '#access' condition for this button in form.
