DeprecationSuppressionTrait::setErrorHandler() can be improved

Describe your bug or feature request.

The way the error handler is registered prevents other error handlers from doing their thing. Do things similar to \Drupal\Tests\Listeners\DeprecationListenerTrait::registerErrorHandler

Without this fix can't run tests as they trigger deprecations that Drupal core should ignore.
