Evaluate creating a migration tool to allow GitHub projects to migrate issues back into git.drupalcode.org when GitLab issues are enabled

Problem/Motivation

We want to move the LocalGov Drupal distribution from Github back to drupal.org (for all the reasons!)

With Gitlab issues coming to drupal.org, this removes one of the major discontents with drupal.org's issue queues.

However, we have lots of issues in repositories in Github, open and closed, and would love to find a way to migrate our issues over to drupal.org to a) keep current issues and b) preserve the history of issues, discussions and decisions.

For example:

https://github.com/localgovdrupal/localgov/issues
https://github.com/localgovdrupal/localgov_microsites/issues

And we currently have 73 repositories that we'd like to move: https://github.com/orgs/localgovdrupal/repositories

I understand that it is technically feasible to migrate issues into Gitlab.

So might there be away to expose or create a migration tool to help projects like LocalGov Drupal migrate back to drupal.org?

We'd be happy to help trial anything or collaborate on building something if needed.
