SMTP error: Could not connect to host

I am getting this error with phpmailer or smtp. but the email is working fine. The host provided the class and attached the class file.

SMTP error: Could not connect to host. Connection failed. stream_socket_enable_crypto(): SSL operation failed with code 1. OpenSSL Error messages: error:0A00014D:SSL routines::legacy sigalg disallowed or unsupported

Steps to reproduce:
installed drupal on smarterasp.net server
Drupal - 10.0.0
PHP- 8.2.12
MySQL - 8.0.37
Webserver - Microsoft-IIS/10.0

Install Ludwig
Install smtp or phpmailer module
Sending test email

Using server : mail5002.smarterasp.net
TLS: 587
even SSL - 465 and default : 25
